According to the official site of the Cannes Film Festival, the festival's Board of Directors selects the films exhibited. The Board of Directors is also responsible for selecting the jury and jury President who award the festival's honors. The jury is comprised of no more than nine French and foreign members who vote by secret ballot. The festival's full name is the Association Française du Festival International du Film, and it's a state-approved association under the auspices of the French government's Ministry of Culture and Ministry of Foreign Affairs. Filmmakers can submit a film for consideration by the Cannes Board of Directors. Films don't have
to be in competition for an award in order to be shown at the festival, but they must meet certain requirements before they're eligible for presentation. All submissions, both those competing for awards and those "out of competition," must be shown in the original language with French subtitles. In addition, invited films can't be withdrawn from the festival and may not be shown in outside theaters before they are presented at the festival. In order to be considered for an award, films must have been produced during the 12 months preceding the festival and have been shown only in their country of origin. They can't have been shown at another international film festival or online. Short films can't
exceed 15 minutes in length. Films must also respect the aims of the festival, which are: "to reveal and focus attention on works of quality in order to contribute to the progress of the motion picture arts and to encourage the development of the film industry throughout the world." In addition, student filmmakers can apply in the Cinéfondation category. This is only for films produced at film schools, and the intent is to encourage emerging talents. Cinéfondation films must be made during the 18 months before the festival, and they can't have been shown at any major international film festivals. These student films can be no longer than 60 minutes, and documentaries are not eligible.
