U.S. Savings Bonds have been an appealing investment for decades. Over 10 billion dollars' worth were sold in 2003. That's 10 billion bucks straight into Uncle Sam's pocket. Unfortunately, he owes about seven and a half trillion. A USA Today article from last year notes savings bonds accounted for roughly three percent of American debt in 2003, down from the 46% of their World War II heyday. Many lawmakers have complained the program is becoming too expensive to run profitably, and its promotion budget has been slashed. Still, there's a lot of nostalgia associated with U.S. savings bonds. After all,
they're part of the national psyche. Plus, they're a liquid long-term investment and a healthy part of a diverse portfolio (and, bonus, they're low-risk).
